On September 30, 2026, the General Directorate for National Roads and Motorways (GDDKiA) submitted an application to the Mazovian Voivode for a decision granting permission for the implementation of a road investment (ZRID). It concerns the construction of the S7 expressway section from Kiełpin to Warsaw. This is a crucial step for completing the route on the north side of the capital, as the section in question is the last unfinished element of this transport artery.

After obtaining a positive administrative decision, the design office will proceed to develop the technical and organizational requirements for the construction works and accompanying works. Subsequently, authorities plan to announce a tender for the selection of a construction contractor and investor supervision. The ZRID decision will also define the boundaries of the land designated for construction, which will allow the compensation procedure to be initiated for properties taken over for the state treasury.

The administrative proceedings to determine compensation values will be conducted by the Mazovian Voivode. Independent certified property appraisers will be appointed to estimate the value of the properties. Their opinions will serve as the basis for issuing the compensation decision. Owners affected by the investment will receive compensation payments from GDDKiA within 14 days of the date on which the decision determining its amount becomes final.

The designed S7 Kiełpin – Warsaw route will be equipped with two carriageways. The investment includes, among other things, the construction of two tunnels: one in the Bielany area approximately 1,000 meters long, and another in Bemowo approximately 1,280 meters long. Five road junctions will also be built: Kolejowa, Wólka Węglowa, Janickiego (both as a combined junction), Generała Maczka, and Warszawa Północ, the latter ensuring a connection with the Trasa Armii Krajowej (S8). The works also plan for overpasses, underpasses, pedestrian and bicycle bridges, and devices for environmental protection and road traffic safety. The final form of these elements will result from the consultations carried out during the design phase and the content of the project approved by the ZRID decision.

Drivers already using the route have at their disposal 345 km of expressway running from the Gdynia Chylonia junction to Czosnów. The Czosnów – Kiełpin section is still under construction, with the completion of all works planned for the middle of 2027, according to the contract. However, it is worth noting that procedures regarding contractor claims are ongoing. Contractors are expressing expectations regarding the extension of completion deadlines or the allocation of additional financial resources, citing, among other things, the lengthy procedures for obtaining the ZRID decision.
