The Central Statistical Office (GUS) published a report on economic conditions in November 2026, indicating a general improvement in business sentiment in Poland compared to October 2025. However, the situation is not uniform across the entire economic structure. On the one hand, increases in the Regional Broad Composite Index of Business Climate (R-BCI) were recorded in at least nine voivodeships in each of the sectors surveyed; on the other, the construction sector experienced clear declines. The information and communication sector stands out with the greatest optimism, while retail trade and transport remain in a zone of pessimistic assessments.
Situation in Sectors
The information and communication sector performs best against the backdrop of the rest of the economy, where a positive R-BCI was recorded in twelve voivodeships. The strongest business optimism was noted in the Podlaskie Voivodeship, where the index reached a level of 26.8 points. In contrast, in the Warmian-Masurian Voivodeship, the R-BCI in this same sector is exactly 0.0, which, according to the definition, indicates a balance between positive and negative assessments.
In industrial manufacturing, sentiment also improved in most regions. The largest increase in the R-BCI index was recorded in the Warmian-Masurian Voivodeship, where the rise was 6.5 points. Unlike these sectors, construction is going through a more difficult period. According to the report, the R-BCI index fell year-on-year by 16.0 points in the Lublin Voivodeship and by 11.7 points in the Świętokrzyskie Voivodeship, signaling a strong weakening of the business climate in this industry.
In retail trade, business climate assessments remain negative in eleven voivodeships. The lowest index, indicating the strongest pessimism, was recorded in the Opole Voivodeship (-19.8 points). In transport and warehousing, the situation is undergoing dynamic changes, as evidenced by the improvement in indices on a monthly basis in eleven regions. The largest jump, amounting to 30.0 points, was recorded in the Opole Voivodeship, which contrasts with the generally negative image of the sector.
Main Development Barriers
Despite sectoral differences, entrepreneurs point to common factors hindering development. According to the report data, key barriers for businesses remain high labor costs and general economic uncertainty. The increase in energy and fuel prices is particularly significant. In the manufacturing industry and retail trade, over 85% of entrepreneurs indicated these costs as the main factor increasing operating expenses. This situation directly affects margins and investment decisions of companies in these key segments of the economy.
