Local governments in the Ostrołęka subregion have received over PLN 52.9 million under the government's Civil Protection and Civil Defence Program (OLiOC). These funds, allocated under 123 signed agreements, are designated to enhance residents' safety through investments in crisis infrastructure. The largest projects include the modernization of 89 collective protection facilities, the construction of new warehouses, and the purchase of rescue equipment and alarm systems.

Investments in collective protection facilities

Works on collective protection facilities (OZO) are a priority within the program. This has been allocated PLN 33.5 million, enabling the renovation or adaptation of 89 buildings to serve as shelters. Depending on the implementation stage, the subsidy covers both the preparation of design documentation and expert reports, as well as direct construction work. The city of Ostrołęka has received over PLN 3.1 million for this purpose, which will be used, among other things, to create a temporary shelter site in the Ostrołęka Cultural Centre and to carry out technical analyses in six schools.

Similar investments are planned in the Czerwonka and Boguty-Pianki municipalities. In Czerwonka, PLN 1.82 million will be used to adapt the cellars of the health centre and the municipality office. In the Boguty-Pianki municipality, over PLN 724,000 has been spent on construction works related to the preparation of a shelter. It is worth noting that despite the availability of government funds, six municipalities—including Krasnosielc, Szelków, Młynarze, Goworowo, Płoniawy-Bramura, and Somianka—did not submit applications in this funding round.

Logistics and crisis warehouses

The next key pillar of the program is logistical security, for which PLN 19.12 million has been allocated under 48 agreements. These investments aim to ensure the continuity of essential services during crises and to provide adequate warehouse facilities.

In the Maków district, PLN 4.37 million will be spent on renovating a building at 22 Mazowiecka Street in Maków Mazowiecki. This building will be repurposed as the District Flood Control and Crisis Management Warehouse. In the Wyszków district, a new steel warehouse worth PLN 1.01 million is to be built, replacing the current, too-small (43 m²) room in the District Commander's Office of the State Fire Service. The city of Ostrołęka, meanwhile, will spend over PLN 1 million on the renovation of a building on Poznańska Street, adapting it to function as a civil protection warehouse, which the city currently lacks. The Maków district will also purchase four power generators, which will be made available for use by local municipalities.

Securing utility supplies and the alarm system

The program also assumes strengthening infrastructure resilience against water and energy supply failures. The purchase of 70 power generators and 68 alarm sirens is planned in the subregion. The city of Ostrołęka will buy 15 such generators, including mobile units to power water treatment plants. The Różan municipality will purchase five generators to secure, among other facilities, a school, the municipality office, and water treatment plants. In the Ostrów Mazowiecka municipality, PLN 90,000 will be used to build an emergency water source, while mobile water treatment stations will be purchased in the Zabrodzie and Brańszczyk municipalities.

The civil warning system will also be expanded. The Wyszków municipality will install 35 new sirens and modernize seven existing ones, allowing the system to cover villages that have not been covered before. New alarm points will also be established in the Ostrow district, and outdated equipment will be modernized in the Czerwin municipality. In Ostrołęka, a city control centre for the warning system will be established, located in the building of the State Fire Service.
