During the 67th session of the Sejm, held in October 2026, the parliament passed a series of significant legislative changes covering reproductive rights, the tax system, and healthcare. A key element of the debates was the vote on legal acts concerning the partial decriminalization of abortion and amendments to the Family Planning Act. At the same time, the Sejm decisively rejected a motion of no confidence against Minister of Finance and Economy Andrzej Domański, and adopted a package of reforms affecting public finances and the medical sector. In total, deputies passed 30 legal acts, including regulations regarding the taxation of family foundations and the increase of excise duties on alcohol.

Vote of No Confidence and Reproductive Rights Issues

The vote on the dismissal of Minister Andrzej Domański took place on October 20, 2026, on the first day of the session. The motion was submitted by deputies from the Law and Justice (Prawo i Sprawiedliwość) club. The voting results showed that 204 deputies supported the dismissal of the minister, while 234 voted against. Due to the lack of the required majority, the Sejm rejected the motion of no confidence, allowing the minister to remain in office.

On the same day, the parliament addressed two acts concerning pregnancy termination. The first is an amendment to the Penal Code, which introduces the partial decriminalization of abortion. According to the adopted provisions, assistance in performing an abortion will not be punished, and medical personnel will be exempt from criminal liability in cases where the pregnancy poses a threat to the health or life of the pregnant woman, as well as in the case of the detection of serious defects or diseases of the fetus.

The second passed act concerns amendments to the regulations on family planning, protection of the human embryo, and conditions for the permissibility of pregnancy termination. The main aim of this regulation is to reverse the effects of the 2020 ruling of the Constitutional Tribunal. The resolution restores the so-called embryopathic ground, which means restoring the possibility of terminating a pregnancy in the case of the detection of a serious fetal defect.

Tax Reforms and Threshold Changes

A significant element of the legislative work was the amendment to the acts on personal income tax, corporate income tax, and lump-sum income tax on certain revenues obtained by individuals. The changes introduce modifications to tax thresholds. The first threshold has been raised to 130,000 zloty, with the tax rate in this category remaining at 12 percent.

A novelty is the introduction of an intermediate rate of 24 percent, which will apply to incomes falling within the range of 130,000 to 150,000 zloty. The third, highest rate, amounting to 32 percent, will be applied to incomes exceeding 150,000 zloty. According to data presented by the government, this reform has a positive impact on 3.5 million taxpayers. It is estimated that thanks to the new system, annual household savings may reach up to 3,600 zloty.

Deputies also passed changes aimed at tightening the taxation rules for family foundations. The aim of these provisions is to clarify tax collection mechanisms in the case of entities conducting business activities within family foundations. At the same time, the Sejm voted to raise excise duties on alcohol and the sugar charge from next year. The funds collected in this way are to be allocated to healthcare financing.

Healthcare Act Package and Other Resolutions

During the session, a package of acts changing the healthcare system was adopted. The most important regulation is the amendment to the act on healthcare services financed from public funds. It provides for the introduction of salary and working time limits for medical professionals. Once the provisions come into force, maximum hourly and monthly remuneration rates for services financed by the National Health Fund will begin to apply.

The act also introduces restrictions on concluding contracts via companies or medical cooperatives. Importantly, it includes a ban on linking a medical employee's remuneration to the value of the contract that a facility signs with the National Health Fund. This aims to ensure greater financial stability for medical staff and to separate their remuneration from the financial results of a specific medical unit.

Deputies also reviewed Senate amendments to eight acts, including the act on personal assistance for persons with disabilities. The new regulations define the principles for using personal assistance services, the aim of which is to ensure people with disabilities stable conditions for as independent a life as possible. According to the plan, approximately 100,000 people will be able to benefit from the new system.

During the debates, the Sejm commemorated the 115th anniversary of the death of Father Stanisław Stojałkowski, a politician, publicist, and precursor of the peasant and Christian-social movement. Deputies also established February 14 as Polish-Bulgarian Friendship and Cooperation Day, recognizing this day as an expression of respect for the bonds connecting the Polish and Bulgarian nations and emphasizing the importance of cooperation between the two states in modern Europe. Furthermore, the Sejm did not consent to the criminal prosecution of deputy Stanisław Józef Lamczyk. The next session of the House is scheduled for November 5 and 6, 2026.
