On Thursday, November 5, 2026, the Sejm opens its 68th session. Marshal Włodzimierz Czarzasty presented the session plan at a press conference. The largest role in the first day of work is played by the tax system reform project, which is to undergo three readings.

Tax reform in the first reading

Members of parliament will address amendments to the laws on personal income tax, corporate income tax, and flat-rate income tax on certain incomes earned by individuals. The bill proposes raising the first tax threshold from 120,000 PLN to 130,000 PLN. A new intermediate rate of 24 percent would apply to incomes between 130,000 and 150,000 PLN. Incomes above 150,000 PLN would be subject to the highest rate of 32 percent.

According to the provided data, the bill also raises the solidarity levy for the highest earners from 4 to 5 percent. It also introduces a higher CIT rate for the largest companies with revenues exceeding 50 million euros, raising it from 19 to 22 percent. The sponsors claim that the tax changes will benefit 3.5 million citizens.

Changes in local self-government and number of mandates

The Sejm will also consider a Senate bill abolishing the two-term limit for mayors (wójtów), town mayors (burmistrzów), and city presidents (prezydentów miast). Another point on the agenda will be a bill adjusting the number of MPs elected in electoral districts to the country's population.

As Marshal Czarzasty stated, the State Electoral Commission informs the Sejm Presidium about the current number of mandates falling to individual electoral districts due to population migration. According to his remarks, this is a standard procedure repeated annually, in which the Sejm Presidium conveys information to parliamentary clubs and groups, awaiting any initiative regarding changes in the number of MPs in the districts.

Vote of no confidence and visit by the PE President

The Sejm will also address a motion for a vote of no confidence against the Minister of Internal Affairs and Administration, Marcin Kierwiński. The motion was submitted by members of the Law and Justice Parliamentary Club. Discussion and voting are planned for Friday, the second day of the session.

On Saturday, November 6, 2026, Roberta Metsola, President of the European Parliament, will arrive in Warsaw. In the morning, she will meet with Marshal Czarzasty in his office. At 10:00, her speech is planned in the Sejm session hall. After visiting the Chamber, Roberta Metsola will visit the Senate.

Constitutional Tribunal budget for 2027

The Sejm has also received a resolution from the General Assembly of Judges of the Constitutional Tribunal regarding the Tribunal's budget for 2027. Marshal Czarzasty referred it to the Public Finance Commission, where it will be further processed.
