On November 3, 2026, a meeting of the National Security Council (NCS) was held, during which issues regarding Poland's security and plans concerning the construction of a permanent US military base on the country's territory were discussed. The participants of the meeting, which included representatives of all parliamentary clubs, the Presidium of the Sejm, the Presidential Chancellery, and the government, agreed on the necessity of consolidating political authorities and society in the face of threats from Russia.
Shared responsibility for security
Prime Minister Donald Tusk, referring to the results of the deliberations, emphasized that the aim of the meeting was to defuse emotions and misunderstandings regarding both the internal situation and the cooperation of key state institutions. The head of the government pointed out that the current geopolitical situation and warning signals conveyed by the services of various countries, including Poland's, necessitate treating the safety of citizens and the state as a priority above political divisions.
According to the prime minister, NCS participants unanimously recognized that Poland must be prepared for various scenarios of Russian actions against NATO countries. Tusk noted that a capable Polish army must be the foundation of security, while maintaining and strengthening the presence of US military forces in the region, particularly in Poland, would significantly increase the country's level of security.
Permanent US military base
A key element of the discussion was the implementation of the project for a permanent US military base. Following the talks, the participants determined that finalizing this endeavor requires active cooperation between the president and the government. Prime Minister Tusk informed that the main centers of power committed to acting jointly so that the project would end in success, meaning the permanent presence of US soldiers in Poland.
The head of the government also pointed to the importance of internal stability for the country's defense. He observed that potential social unrest or demonstrations could be exploited by hostile states, including Russian services, to destabilize the political situation in Poland. In this context, he emphasized that political coherence is essential for maintaining order and security.
The Constitutional Tribunal issue and dialogue with the president
During a press conference, the prime minister also addressed the situation surrounding the Constitutional Tribunal. He expressed the opinion that judges elected by the Sejm are legal judges, in accordance with the Constitution, and that they have the right and duty to adjudicate. Tusk positively assessed the commencement of work by the General Assembly of Judges of the Constitutional Tribunal, noting that the emotional tensions surrounding this institution are more visible in the political sphere than in society.
Despite the differences in assessing the legal situation, the prime minister declared his readiness to engage in dialogue with President Karol Nawrocki. Tusk proposed a one-on-one meeting this week, aimed at finding ways to permanently limit political tensions. The head of the government assured that he would take all possible actions for the stability of the country and to guarantee the Constitutional Tribunal the conditions for normal functioning, feeling a shared responsibility with the president for easing conflicts during times crucial for security.
