In a communication dated 5 November 2026, UOKiK announced that the President of UOKiK issued two decisions against entrepreneurs providing false online reviews. The sanctioned parties are the company R4E and Paweł Gil; the total fines for the companies and managing persons exceed PLN 220,000. The authority points out that fictitious reviews mislead consumers and violate fair competition rules.

R4E and review packages

The company R4E provided services for publishing opinions online through the platform reviewagency.eu. According to UOKiK, the company offered review packages for Google business profiles. The President of UOKiK imposed a fine of PLN 70,000 on the company and PLN 25,000 each on two managing persons, Dobromir Kapela and Anna Kapela. UOKiK also noted the discontinuance of the questioned practice by R4E due to the closure of the platform.

Paweł Gil's services

Paweł Gil offers, among other things, adding Facebook page fans via the website bow24.pl. The entrepreneur publishes reviews on Google and more than 20 other platforms, including Znany Lekarz, Ceneo, Gowork, and Tripadvisor. The President of UOKiK imposed a fine of PLN 102,000 on him, ordered the cessation of the questioned practice, and required publication of a statement about the decision on the website.

Status of the decisions and Omnibus rules

Both decisions are not final, and the entrepreneurs may appeal to a court. UOKiK also refers to the EU Omnibus Directive of 2023, which requires online stores to clearly inform whether and how they verify the authenticity of product reviews. Companies may not declare that reviews come from real customers without prior verification.
